Manually made paper bags generally require water-based glue, as hot melt glue is very hot and can easily burn hands.

Roll fed paper bag making machines also rely on water-based glue, because hot melt glue will have a certain thickness after solidification, and thinner rolls will produce bulges, which is not beautiful.

Sheet fed paper bag making machines, because they deal with a wider range of paper thickness, offer greater flexibility in glue usage. Users can choose to use either water-based glue or hot melt glue alone, or a combination of water-based and hot melt glue to save costs and increase strength.
